The ambassador of Uruguay to the United States said here Wednesday night that the Communist menace to Latin America "has definitely diminished" in recent years and predicted it will continue to wane. The prediction, however, is contingent upon "continued economic and educational development," said Ambassador Juan Felipe Yriart.
