Washington- Secretary of Commerce Maurice Stans expressed pessimism today about possible reduction or elimination of the 10 percent surtax. Stans, appearing on the Columbia Broadcasting System's "Face the Nation" program, said it was his guess that the surtax will probably be continued for another year."
