Most people though Effie was retarded. In fourth grade, she couldn't read or write or do arithmetic. She wouldn't talk. Even her IQ indicated that she was below average. After a year in Orleans Parish School Board's experimental language-arts program and lots of warmth and attention, Effie, like a once-straggly sunflower, is blossoming. Second grade participation in the language-arts program at McDonough 10 read, see, hear a story as their smiling teacher Mrs. Lucianne Bakshis, manipulates the tape recorder.
