Teacher displacement wrought by court-ordered integration rival financing as a top problem in Louisiana education, the president of the Louisiana Teachers Association said here today. "It is reliably estimated," said Dr. E. R. Minchew of Ruston in an interview at the Jung Hotel, "that approximately 300 teachers have been displaced by the school boards of the state during the 1968-69 school year.
