One hurricane barrier proposed for Lake Pontchartrain would be located at the Rigolets. Examining this spot in a huge, operating scale model are Colonel E.H. Lang, left, director of the Army Engineers' waterways experiment station at Vicksburg, and estuaries section chief G.B. Fenwick.
