The nation's railroads are ready to effect, as soon as possible, labor economies recommended by a presidential commission, their leading spokesman said here Friday. He is James E. Wolfe of Chicago. He made the announcement after leaders of five railroad-operating unions rejected in Cleveland a government offer to arbitrate the deadlocked dispute over the number of crewmen on trains.
