The New Orleans French Quarter can only be improved by an elevated expressway on its river fringe, a leading authority on real estate values declared here Friday. Saul Z. Bennett, Miami, Florida, president of the American Institute of Real Estate Appraisers, said that American cities cannot survive without relief fro traffic congestion in downtown areas, rapid transportation systems and a system of elevated expressways that can carry traffic rapidly from downtown to out of town. New officers of the Louisiana-Mississippi Chapter, American Institute of Real Estate Appraisers, who are meeting at the Royal Orleans Hotel, include (from left) Darrell V.
