Malcolm Toon, 58 year old veteran diplomat, was named today by President Nixon to be United States Ambassador to Czechoslovakia. Toon, who lived in Sayre, Pennsylvania, has been in the State Department since 1946 and succeeds Jacob D. Beam, who is now United States Ambassador to the Soviet Union.
