Cleveland, Ohio - Blames rails strike on carrier delays in bargaining - H. E. Gilbert, president of the Brotherhood of Locomotive Firemen and Enginemen, tells a news conference today that a strike of 8,000 firemen against eight major railroads was caused by the carriers' "delaying tactics." Gilbert, 59, has been head of the 40,000-member AFL-CIO rail operating brotherhood since 1953. He began railroading 40 years ago with the Santa Fe as a signalman.
