Ervin Struck's land, which his horses usually graze on, is about 3 feet under water because of Root River flooding. His town of Raymond home in Racine County is flooded each year in spring and fall, he said, "We've been at the mercy of this river for 33 years," he said. Struck estimated it would be June before he can use the land. Floods-Wisconsin
