Panageotis Chronopoulos has been in Milwaukee since 1960, working mostly as a restaurant dishwasher. He went to the welfare department Wednesday seeking an increase in his aid payments. He reportedly said he was paying $10 a week for his rented room and the department allowed only $7. Chronopoulos speaks only broken English. He told police he could not understand the welfare rules. Apparently some misunderstanding occurred when welfare officials tried to explain to Chronopoulos, police said.
