Goodbye Handshake From New Military Strongman-Major General Nguyen Khanh, 37, left, South Vietnam's new military strongman, shakes hands with General Le Van Ty at Saigon airport today. It was the first public appearance of General Khanh since seizing power yesterday from the military junta. General Ty, former commander in chief of armed forces under the late President Ngo Dinh Diem, reportedly is going to the United States for medical treatment.
