United States (U.S.) Ambassador to South Viet Nam (Vietnam), Maxwell D. Taylor gestures with his hand as he talks to newsmen at Saigon airport Wednesday before flying to Washington, D. C. Taylor will review U.S. policy in South Viet Nam with President Johnson and Secretary of State Dean Rusk. Taylor is believed to favor bombings of selected targets in neighboring Laos and communist North Viet Nam.
