Washington - At Amnesty Hearing - Leon Ulman, deputy assistant attorney general, waits to testify before a House Judiciary subcommittee Friday in Washington, Ulman told the subcommittee, which is holding the first full-scale hearing on legislating amnesty for Vietnam War deserters and draft resisters, that Congress has no power to interfere with President Nixon's pardoning authority.
