Senator Tom Connally takes off his spectacles after a final check on his manuscript before addressing the upper chamber today. The senator, who is chairman of the foreign relations committee, told his fellow legislators to vote $6,900,000,000 for foreign aid if it didn't want "the world to go to hell." His speech opened what promises to be a long and bitter debate on mutual security.
