Mayor Anthony Clebrezze of Cleveland today was named as a surprise choice by President Kennedy for a post os Secretary of Health Education and Welfare to succeed Abraham Ribicoff who resigned Thursday. Celebrezze took off his glasses and pondered for a moment before plying to newsman's question at his office today after the nomination was announced. The mayor will be 52 in September and was serving an unprecedented fifth term as mayor of the nation's eight largest city. He was born in Italy.
