Description
The grave nature of the Inter-American Conference at Havana, Cuba, was impressed upon delegates by armed troops stationed inside and outside the capitol to guard against possible violence. Passing sharp eyed sentries on the steps are Secretary of State Cordell Hull, George S Messersmith US Ambassador to Cuba and Mrs Hull.
