US Secretary of State Cordell Hull is shown here conferring at Havana Cuba July 27 with Pedro Manini Rios of Uruguay and Leopolodo Melo of Argentina after the Peace Subcommittee agreed to a compromise plan to prevent European possessions in the Americas from falling into the hands of foreign powers. The compromise removed a major obstacle to the plan to weld the 21 American republics into a unit on hemisphere protection. Argentina had been the principal objector to the plan.
