Nikita S. Khrushchev, first secretary of the Communist Party, appears today in the eyes of western diplomats as the man who is pulling the strings in the Kremlin, the big boss who will be giving the orders. It was he who nominated defense minister Nikolai Bulganin as the new prime minister of the Soviet Union. A standing ovation greeted Khruschlev when he began the nominating speech before a session of the Supreme Soviet Parliament. Nomination of Bulgarian came after the resignation of Georgi Malenkov. Khrushchev is shown during a speech in Warsaw Poland in March 1954.
