Brigadier General William E. Shedd (left) assistant chief of staff of the army told the House Military Committee August 13 that even with a "bigger and louder advertising campaign and higher pay, the Army could not meet its need for manpower through voluntary enlistments. General Shedd, shown with chairman A. J. May (D-Ky), pleaded for enactment of compulsory military training.
