The proposal of Mr. William Randolph Hearst, for a 5,000,000,000 dollar prosperity loan is the "best system that could be devised for the relief of American unemployment." Such were the views expresses by Sir Enoch Hill, noted British financier and president of the Halifax Building society, 350,000,000 dollar institution, which is declared to be the largest building and loan association in the world.
