His spectacles dangling from one ear, assistant secretary of war Louis Johnson told the House Military Committee March 27 that impetus given the aircraft industry by the army's own program and by foreign orders would increase productive capacity to between 30,000 and 40,000 planes annually by the end of this year as compared with the output of 3,643 in 1938.
