Sen. Robert Taft, Republican aspirant for the presidential nomination, mops his neck as he found flood lights and humid weather a bit uncomfortable as he addressed Pennsylvania Republican delegates here today. Taft charged that the foreign policy problem was being ignored by Gen. Dwight Eisenhower, his chief rival for the GOP nomination.
