Soviet Marshall Alexander M Vassilevsky said in a broadcast order Aug 17th as soon as Japanese troops began surrendering their arms Soviet troops will discontinue war operations. The Russians charging that the Japanese had launched a widespread counteroffensive in Manchuria gave them until noon Monday Aug 20th to disarm and surrender.
