Puzzle at sea -- Seen through field glasses from miles away, these two craft -- one of them stopped at sea -- aroused the curiosity of the men flying the Coast Guard neutrality patrol. On closer inspection one proved to be a small steamer with fishermen at the rails. The other vessel, which is moving, proved to be a schooner of a type familiar along the New England coast
