With a smile of regret, President Roosevelt declined today an invitation from the National Maritime Union to address its annual convocation, presented by Joseph Curran, union president, and six seamen who have been on torpedoed ships. Two members of the Maritime Commission, Rear Admiral Emory Land and Captain Edward McCauley accompanied the delegation.
