He wasn't expecting them. But there they were-nearly 400 escapees from Viet Cong terror. Now Aid representative Phil Gaddis faced the problem of housing and feeding the refugees. It happened in an Giag. The refugees, most of them fisherman and their young children have sworn to stay on until their nearby village has been cleared of the Viet Cong. Addis arranged for emergency food and shelter. An Chiang is in central Viet Nam.
