The Winner of the Thomas A. Middlebrooks Award of the American Society of Civil Engineers is Charles I. Mansur (center), engineer of the Mississippi River Commission, Vicksburg, Mississippi. Pictured with Mansur are Willard Turnbull (left), head of the soils division of the Vicksburg waterway experiment station, and Norman R. Moore, chief of the engineering division of the commission and national vice-president of the ASCE. The award was based on a technical paper "Pile Loading Tests, Morganza Floodway Control Structure," written by Mansur in collaboration with John A. Focht Jr.
