Secret, Quick-Drying concrete gushed from a power hose held by Andrew J. Higgins, Sr., as the industrialist shows top military technicians a road and airstrip material that dries in three hours. Other materials and secret military techniques are being displayed in three-day conference now going on. With Higgins are, left to right, Colonel R.E. Fort, marine Corps, Robert T. Banks, Jr., consulting engineer, and Lieutenant (Senior Grade) W.E. Trantham. Higgins Shows Military His New Bag of Tricks. Colorful Andrew J. Higgins, Sr., whose leading craft wrote a seaborne epic on World War II, make the "big pitch" here today for vast new war contracts.
