Henry A. Billiot pilots the Corps of Engineers' surveyboat Alexander, as part of his work with the New Orleans district. Billiot, the district's nominee for a national award, was recognized during President Nixon's "Employ the Physically Handicapped Week," October 3 through Oct. 9, 1971.
