Would an underground expressway stand the strain? Opponents of an elevated Riverfront expressway between canal street and Elysian Fields have urged that at least a portion of the facility between the flood wall at Jackson Square and the Mississippi River should be depressed. Some engineers who have studied the prolem have expressed fear that a tunnel which would carry the expressway under the levee between the river and the Jackson Square flood wall, would weaken the city's defenses against floods.
