Washington, January 8--President Johnson addresses a joint session of Congress today in the House of Representatives. In the address, a State of the Union message, Johnson announced a surprise budget cut to $97.9 billion. His other proposals were aimed at problems ranging from the depths of poverty to the height of the moon.
