Stanley H. Ruttenberg, who as assistant secretary of labor for manpower in the administration of President Lyndon B. Johnson, had prime responsibility for the Special Impact Program (SIP), the federal job training program, intended to aid the hard-core unemployed, is now grinding to a halt because of bankruptcies of private firms and could cost the government millions of dollars.
