Washington, January 19 - Living costs rise sharply - Dr. Joel Popkin, assistant commissioner of the Bureau of Labor Statistics, uses a chart today to outline the sharp rise in living costs in December which rounded out 1969 with a 6.1 percent increase in prices for the year. It was the most inflationary years since 1951, the bureau reported. Food and housing were the major contributors to December's six-tenths of one percent rise in the consumer price index.
