Navajo Indians' tribal chairman Raymond Nakai poses for a photo. Raymond Nakai, 48, was re-elected this week as tribal chairman of the Navajo Indians, who by treaty with the United States are a sovereign nation. Although his campaign against challenger Samuel Billison was stormy at times, Nakai attributed his victory to, among other things, baby kissing. Window Rock, Arizona.
