Lucy Mvubelo is a trade union official in South Africa, a country which offers no legal status to black labor unions. She is general-secretary of the 17,000-member National Union of Clothing Workers which functions in Transvaal province. Negotiations for her union are handled by a legal white organization--the Garment Workers Union.
