Joseph Rhodes, Jr., 22, Harvard graduate student and youngest member of the President's Commission on Campus Unrest, tells a news conference in Cambridge Wednesday that President Nixon assured members of the commission Saturday he would read their report fully and completely before taking any action or speaking out on it. Of Vice President Spiro Agnew's comments on the report, Rhodes said: "Either the President spoke to us in bad faith at the meeting...or the vice president is acting independently."
