Pentagon Comptroller Robert Moot tells newsmen today Secretary of Defense Melvin R. Laird will not spend this year an additional $1 billion for new ship construction proposed by the House Armed Services Committee. He was commenting on a statement by Laird forecasting "a definite slowdown in the defense industry" over the coming months to help the administration's anti-inflation drive.
