Pollster Louis Harris said today that by election day "the issue was very probably for" Richard Nixon because Hubert Humphrey "peaked on Sunday." He made the statement at a luncheon meeting of the National Press Club in explaining his pre-election forecast showing Humphrey with a three-point popular vote margin over Nixon.
