1960 Press Photo Senator Wayne Morse show newsmen cloture petition in Washington

Senator Wayne Morse (D-OR) shows newsmen the cloture petition on which he said he already had some signatures and which he later left with the Clerk of the Senate tonight for additional names. His purpose was to attempt to limit debate on the civil rights legislation holding the Senate in continuous session. Senator Thruston Morton (R-KY) admitted to a reporter that he tore up the petition and left the pieces on the Senate floor. Senator Morse said he would take up Morton's action officially later.
