Soviet Premier Nikita Khrushchev, right, leads a toast to the signing of limited nuclear test ban treaty in Moscow today. Joining in toast are, from left, United States Senator William Fulbright, Arkansas; Senator Hubert Humphrey, Minnesota, and United Nations Secretary General U Thant. These men were all witnesses to signing of treaty by Russia, Britain and the United States.
