President Ford prepares to sign a precedent-setting treaty, that will open some Russian nuclear test sites to American inspectors for the first time, at the White House Friday. Looking on in background are Soviet Ambassador Anatoliy Dobrynin and Secretary of State Henry Kissinger. At left is Arthur Rovine of the State Department. Soviet leader Leonid Brezhnev signed simultaneously in Moscow.
