Dr. Donal O'Sullivan, the Irish Republic's ambassador to Britain, was recalled Monday. Action was taken as a protest against the shooting of 13 civilians in a battle with British troops in Londonderry Sunday. Withdrawal of the envoy does not mean a break in relations. A 1970 photo.
