Governor Otto Kerner (standing) of Illinois talks with Governor Warren Hearnes (left) of Missouri and Governor Harold Hughes of Iowa at Monday's meeting of Democratic governors in St. Louis. The governors met to discuss their party's situation after President Johnson's withdrawal from the 1968 presidential race. Kerner will not seek reelection in Illinois, while Hearnes is running for a second term and Hughes is running for the Senate in Iowa.
