United Mine Workers President Arnold Miller, in a Washington news conference Thursday accuses the coal industry of refusing to negotiate and warns that a nationwide coal strike is likely to begin November 12 unless the impasse is broken. The current contract covering some 120,000 UMW members who mine about 75 percent of the nation's coal expires November 12.
