Transportation Secretary John A. Volpe goes over some papers today with Carl V. Lyon, Deputy Administrator of the Federal Railroad Administration, as they prepare to testify before the House Interstate and Foreign Commerce Committee. The committee is considering a bill to give financial assistance to the nation's railroads. During his second day of testimony Volpe cast doubt as to whether the Penn-Central Railroad could meet future payrolls.
