Energy Minister Donald MacDonald Friday announced that the government plans to eliminate oil exports to the United States by the end of 1982 to help cover projected shortages in Canada. Mr. MacDonald made the announcement in the Commons and later elaborated on the plan at a news conference in Ottawa.
