Former Representative W. Pat Jennings of Virginia poses today on Capitol Hill in Washington after he was named as the new clerk of the House of Representatives at a Democratic caucus prior to the opening of the 90th Congress. Jennings succeeds Ralph Roberts of Indiana, who had held the post since 1949. Jennings lost his House seat to a Republican in last year's elections.
