U.S. Ambassador Foy D. Kohler leaves the Soviet Foreign Ministry today after filing formal protest on the rock and ink attack on the U.S. Embassy in Moscow earlier by Red Chinese and Vietnamese students. Soviet Foreign Minister Andrei Gromyko expressed regret and promised compensation for damage done. U.S. First Secretary Arthur Wortzel is behind Kohler.
