FBI Director Clarence Kelley (left) shakes hands with Washington, D.C., Police Chief Jerry Wilson before a speech Monday before the International Association of Chiefs of Police. Kelley said rising crime stems in part from current bail procedures, use of concurrent sentences and "unreasonable plea bargaining" which allows, hard core criminals to remain free.
